Mississippi Gulf Coast MILITARY RETIREE PICKET PLAN |
This web page was developed to formulate a picket plan by which the military retirees along the Mississippi Gulf Coast could focus attention on the military retiree medical care broken promise issue. The plan was presented as a web page such that military retirees could provide inputs. Those that wished to participate provided their name [example: John Doe, MSGT, USAF, 1950-1975, (Retired)], and indicated whither or not they wanted their name posted on this web page.

(2). Efforts to locate authoritative documentation of such promises have not been successful. Congressional report language and at least two recent court cases have rejected retiree claims seeking 'free care at military facilities.' These have held that the current medical benefit structure made up of military health care facilities, Tricare and Medicare provide lifetime health care to military members, retirees and their respective dependents. Nevertheless, claims continue to be made, particularly by those seeking additional benefits from the Department of Defense, or attempting to prevent the actual or perceived reductions in benefits."
| A FOCAL POINT: In (1). above, we know that we can take a strong exception to the use of the word "allege". Allege by definition is - to declare or assert to be true. The manner in which the word "allege" is used tends to indicate that the military retirees are lying when we say the medical care promise was made. We know that the medical care promise was made. We know that the medical care promise was more than an allegation. We know the truth and we need to focus on the truth. We also need to take a close look at the word "promise". Promise by definition is - a declaration assuring that one will or will not do something - to afford a basis for expecting. Many of our congressional members are looking at the words "alleged" and "promise" and are coming to the wrong conclusion. If they are not told different, they will conclude that the "promise" is nothing more than an "allegation" and we are lying. We can not let this happen. |

THE TRAGEDY: We are here today to make you, the American people, aware of a grave tragedy occurring almost unnoticed here in the United States of America. This tragedy involves pain, suffering, mental anguish, and financial devastation. It involves a group of people known as military retirees, a group of retired military fighting men and women, who have put their lives in jeopardy throughout the world to preserve the freedom that we all enjoy and take for granted. The tragedy centers on a promise.
THE PROMISE: We contend, as a mater of fact, that while on active duty in the United States Armed Forces duly authorized personnel in positions of authority acting as agents of the United States Government promised us.... that if we served for 20 years in the military and retired we would receive no cost medical care for ourselves and eligible dependents at a military treatment facility for as long as we lived. We contend that this military retiree medical care was guaranteed and sanctioned by the Presidents of the United States, the Secretaries of Defense, and the United States Congress from the 1940's to the 1990's. We also contend that this medical care promise was made openly, officially, and continuously throughout our military careers to encourage and entice the trained and experienced military personnel to remain in the military.
THE PROBLEM: We further contend that in the process of down sizing the United States Military, a large number of military bases and military treatment facilities have been closed. 26 states have no major MTF's, 58 military hospitals or medical centers have been closed, and 17 military hospitals have been downsized to clinics. We contend that this has created a situation where inadequate space is available to accommodate the military retiree community, and as a result that critical medical care that was promised to the military retiree is now being denied by the United States Government. This is WRONG. The Congress is well aware of this problem, and some legislative action is in progress to correct the problem, but is moving too slow to help the oldest of the military retirees who need help now.
THE ARGUMENT: The medical care promise, as it has played out, was a gimmick designed to keep the trained military in the military. It was a promotional stratagem of great proportions. In other circumstances this broken promise could easily be considered a conspiracy to defraud. If one of our large U.S. Corporations would make then break a similar promise the entire United States Government legal system would be mobilized to correct , in the name of justice, that injustice. The breaking of this medical care promise to the military retiree is having a devastating effect on the well being of the United States Armed Forces. Morale is down, trained personnel are leaving the military, and difficulties are being encountered in meeting recruiting goals.
THE GOAL OF THIS PICKET: This picket endeavors to bring the military retiree medical care broken issue to the attention of the American people and the United States Congress. We want you, the American people, to be the final judge in this matter. We want you to answer these questions:

| That which follows is the resolution that was passed in Florida. The state name has been changed to Mississippi. It is suggested that we present this resolution where ever we picket. We should ask that it be presented to the Mississippi legislature for adoption. Example: If we picket WLOX TV then we will present it to the WLOX management. Note that in this resolution the state of Florida declared June 5th and 6th to be REMEMBER THE PRICE OF FREEDOM WEEKEND. We can change this or any part of this resolution to fit our needs.
