Dear General Ryan

Medicare-eligible uniformed services retirees, their spouses and survivors who are age 65 and over will be entitled to expanded health care benefits under legislation signed by President Clinton on Oct. 30.

According to Pentagon data, this population represents approximately 1.4 million people.

Also of paramount significance is that this bill will apply to all future military retirees and their eligible dependents when they become Medicare eligible.

I would like to draw your attention to two former Air Force members.

Now retired, Air Force Master Sergeants Floyd Sears and Air Force Master Sergeant Jim Whittington were two of the key players in bringing this legislation to fruition.

In Congressman Ronnie Show's words, who was one of the original legislators to introduce the "Broken Promised" legislation and in a speech addressing the Congress yesterday said:

"We should commend the efforts of every military retiree or family member across the country who participated in the grassroots effort.
I cannot allow Congress to adjourn without acknowledging the efforts of two very special Americans. Two Mississippians - Jim Whittington of Laurel and Floyd Sears of Ocean Springs - who organized the meeting in March of 1999 that resulted in the introduction of the Keep Our Promise Act. They led the grassroots in the fight for justice for military retirees that brings us here today."

Not only does the Air Force owe these two men a debt of gratitude, General Ryan but every man and woman who has served or will serve in the Armed Forces of the United States will benefit from the hard work above and beyond the call of duty these two outstanding American men performed for their fellow comrades at arms.

The following letters of commendation were accepted by Brig. General Robert Clements, MSGT Jim Whittington, and MSGT Floyd Sears, on behalf of, all military retirees, their spouses, and widows. In actuality, it was the teamwork of the military retiree grass roots effort nationwide that brought the subject events to the attention of Generals Michael E. Ryan and Charles T. Robertson (both now retired). Military leaders at all echelons watched very closely as the TFL legislation progressed through the Congress. This historic piece of legislation not only helped the military retirees, but also their Spouses and Widows. Simply put: "It was the right thing to do"
